I am going to accept it and make you a maintainer of this package at :chum:testing.
Few comments regarding packaging:
I would suggest to use
%cmake. This should install the library in /usr/lib{64} and allow you to use %_libdirIf installed in libdir, I am quite sure you can drop Provides: libfish.so as well. That will be detected automatically.
